I downloaded a template and it had a flash version and a regular version. Dreamweaver couldn't read the flash version because of the SWF, so I didn't make changes. I justed edited the html without flash. You can create a .swf file using different software such as Swiss (sounds like that) or Adobe Flash.

You will need to use flash to get effects, but if you've already made it in html stick with it because flash is allot different to html. To begin learning flash download Flash cs4 from www.adobe.com and start learning action script, this way you will be able to build flash sites in the future and add the effects to your website this way.
Dreamweaver doesn't do Flash, which is one reason to not use it to view your site. Install your test server and use a browser (other than IE) as your ';viewer';. Once the site works, use conditional comments to make it work in IE.
To work with Flash movies, you'll need Flash, from Adobe. There's no free way yet.
